The Third Plenary Session of the 20th CPC Central Committee deliberated and adopted the Decision of the CPC Central Committee on Further Comprehensively Deepening Reform and Promoting Chinese-style Modernization, which proposed to "strengthen the overall planning of innovation resources and force organization, and promote the integrated development of scientific and technological innovation and industrial innovation", which pointed out the direction for the innovative development of China's science and technology and industry, and was conducive to improving the overall efficiency of the national innovation system. It will provide important guidance for promoting high-quality development.
Industry is the foundation of development, and science and technology is the primary productive force. Scientific and technological innovation provides space and depth for high-quality industrial development, and industrial development provides transformation carriers and application scenarios for scientific and technological innovation. The deep integration and mutual promotion of the two provide strong driving forces for high-quality economic development. On the one hand, scientific and technological innovation leads industrial innovation. Scientific and technological innovation is the key force to promote industrial innovation and the development of new quality productivity. From the perspective of the law of industrial development, major breakthroughs in science and technology can often achieve technological upgrading, and then improve production equipment and facilities, the combination of production factors and energy structure, etc., promote the greater development of industries with higher scientific and technological content, promote the flow of production factors to areas with higher production efficiency, improve industrial quality and optimize industrial structure. Support enterprises to take the initiative to lead or participate in national science and technology research tasks, and better promote the integrated development of science and technology and industry in the process of technology research and project construction.
We will improve the entire chain of commercialization of scientific and technological achievements. The process of transformation of scientific and technological achievements is essentially a process of diffusion and penetration of scientific and technological supply to the industrial field, promoting industrial transformation and upgrading, and a systematic process of promoting the integration and development of innovation chain, industrial chain, capital chain, talent chain. To promote the transformation of scientific and technological achievements, we need to vigorously develop science and technology services such as professional technical services, technology dissemination, technology consulting, technology incubation, technology market, and science and technology evaluation, and actively guide financial support for the real economy and scientific and technological innovation. Establish a scientific and technological innovation supply chain platform, technology transfer center, and scientific and technological achievements transformation center, gradually form a technology transfer and transformation network, increase the open sharing of scientific and technological achievements data, establish a scientific and technological achievements project database and demand database, and realize the accurate docking of supply and demand in the science and technology industry. We will remove institutional barriers to the transformation of scientific and technological achievements, strengthen the interaction and integration of scientific research and the market, and promote the formation of an innovation ecology in which scientific research and the market are in a virtuous cycle.
Deepen the reform of the system and mechanism for personnel development. Talent is the foundation of innovation and the most critical factor in scientific and technological innovation and industrial innovation. Going forward, we must accurately grasp the trends in the frontiers of science and technology and the development of future industries, and firmly promote the deep integration of scientific and technological innovation and industrial innovation, so that the two can form a virtuous circle of mutual promotion, so as to better grasp the opportunities of the new round of scientific and technological revolution and industrial transformation, foster and strengthen new quality productive forces, vigorously promote high-quality development, and lay a solid material and technological foundation for Chinese-style modernization.
